On most capital projects the owner sees the job through a monthly report and a walkthrough near the end. Everyone else on site is paid by a party with a stake in construction margin or in holding the schedule. Which means the party building the project ends up being the party certifying it.

Two modes, one offering
Owner's Engineer
Technical advocacy across the project lifecycle:
- Design review, before the drawings go out for bid
- Submittal review — what's proposed against what was specified
- Construction-phase observation — what's installed against what was approved
- Turnover and closeout documentation
Commissioning support, electrical
Witnessing and verifying that installed systems actually perform as designed:
- Functional testing of switchgear, feeders, panels, and distribution
- Protection and coordination verification — confirming settings were implemented in the field
- Emergency and standby power testing, including transfer under load
- Deficiency reporting straight to the owner
Electrical is the gap
Most commissioning authorities are mechanical shops. They lead with HVAC and controls, they are genuinely good at it, and electrical arrives as a checkbox on a form — verified energized. Nobody witnessed the relay test. Nobody confirmed the coordination study was implemented in the actual breakers. Nobody checked that the transfer switch carries load when the utility drops.

What independence buys you
Findings you would otherwise never see. A contractor's self-certification is not a deficiency report. When something is installed wrong, you want it in writing while there is still retainage to hold and time in the schedule to correct it — not in month eleven of the warranty period, arguing about who owns it.
Geography
Assignment-based and travel-willing. The Carolinas are home, but these roles travel with the project.
